[guardian-dev] TextSecure ready for localisation/translation

We've extracted all the strings from TextSecure's code and layout
files, and setup this project on Transifex for getting it translated.

Once the translations are complete here, we will work with Moxie to get
them merged into the master branch.

BTW, if you haven't seen, we have all of our guardian project apps now
