[guardian-dev] python-pgpdump uploaded to Debian

I have packaged python-pgpdump 1.3 and I've uploaded it to be included in the
official Debian repository.  We use this in otrfileconverter to translate GPG
keys.  I've also uploaded it to our PPA:
https://launchpad.net/~guardianproject/+archive/ppa/+packages

Once Abel's changes make it into an official release, I'll upload that update.
