I've used that feature on some Android phones, (I think originally my HTC Desire Z). And from looking there seem to be a number of Android apps there already that provide a way to do that. I have a recollection of using it on my Nokia N900 Maemo phone too. 

Wouldn't you be at risk of any surveillance being carried out on the Internet café network connection (or further upstream by the ISP), but I suppose if you're in that situation already..

Before I got a phone with a WiFi connection, I would go to Internet cafés and give them some story why I needed to use my laptop instead of their computer hardware. 

If they had a WiFi connection I asked for the password, or if not, I either a) disconnected the ethernet and used it in my machine, (shoot first ask for forgiveness later) or b) asked very nicely if I could use their ethernet connection in my laptop. 

It normally worked when I paid them upfront in cash for the access. It also helped (me) if you acted like a stupid foreigner. :)
