Ouch. "An app downloaded from Google Play may not modify, replace or
update its own APK binary code using any method other than Google
Play's update mechanism."

What if the APK is just a stub that downloads and launches the latest
version of the app? An app that displays downloaded dynamic content in
a WebView is presumably OK, so there must be a line somewhere.
