[guardian-dev] disabling CACertMan for 4.x in Play Store

Since in Android 4.x you can now manage the certificates, perhaps it makes
sense to set up the Play Store so that the CACertMan is only available on
devices running < 4.0.  If there are no objections, I'll try to do that next
time I'm in the Play Store.
