It depends on who the target audience is.

Personally, it would not bother me if Ostel didn't support a) UTF-8 or b) uppercase chars,  as I write in English 85% of my time and can read English pretty well :)

If I was the 65 year old Russian journo who doesn't speak/write English (and I was a potential user) then it would be that extra step I needed to figure out, possibly loosing me.

If it's A LOT of work, then I guess thats also something to take into account.
