[guardian-dev] ChatSecure Push Draft v3

We have been drafting a new way to establish traditional OTR sessions when
the other party is offline utilizing new the new background processing
features available in iOS 7 when receiving specially crafted push messages.
The old designs also lacked any idea of federation to allow app authors to
interoperate, so this new design attempts to fix that problem. One of the
additional benefits is the push protocol is agnostic to the actual
messaging protocol so it should work for any chat service supported by both
clients.

This is still a very rough outline so there are holes and missing details,
but we would appreciate thoughts on the overall design choices and for
minimizing the metadata knowledge of the push server operator(s).
