A privacy dead man's switch is a public statement saying that someone has not
received secret orders. So I personally can say: I have never received any
kind of secret order from any law enforcement or spy agency.
This article does a good job of outlining the idea and how various people have
implemented it:

In the USA, its not totally clear what a court would do if the agency that
issued a secret order took offense to this procedure, but it seems worth the
risk, since I would hope to be able to fight any gag order I might receive in
a court of law.
