  Have you looked into Twilio? Some assembly required,[1] and it doesn't
have numbers available in every country, but you can set up forwarding
to non-US numbers. They charge you for both inbound to your forwarding
number and the outbound long-distance call rate for that country.[2]

  It's usually only a few cents per minute.  Not great, but good if you
find yourself cycling through an endless number of burner phones while
travelling, it's worth looking into.
