[guardian-dev] Orbot doesn't work on Samsung Galaxy Note 3

It hangs with the message "Orbot ist starting..." Nothing happens. 
Android 4.3, Kernel Version 3.4.0-2019540. Orweb is installed.
Orbot and Orweb work fine on Samsung Galaxy Note 2 with Android 4.1.2, 
Kernel Version 3.0.31-1071214. What's the problem with the newer device 
(both are not rooted)? Is Orbot and/or Orweb incompatible with Android 4.3?
