[guardian-dev] HSTS header for guardianproject.info

We should add the HSTS header to guardianproject.info to enforce HTTPS
connections.  Then once that's in place, we can email the chromium devs to
have guardianproject.info included in the HSTS list to always force HTTPS.

Then once the HSTS header is in place, it should just be a matter of emailing
the info to the contact on this page to make Chromium/Chrome itself force
HTTPS for our site:
