I don't see why "patching Tor" is out of the question.  But I understand
that making tor work in a low-battery-usage environment is not easy.

Doze whitelist is not that big a battery penalty by itself.  I have K-9
whitelisted, and the battery usage is reasonable.  However, I'm not sure
that's enough to make a HS work.  And doze appears more aggressive in
Android 7 than in 6.   I have not really checked K-9's behavior under 7
yet.
