[guardian-dev] Orbot v15.1 beta 1 is out

This updates adds mostly build fixes, but also importantly the ability
to specifically configure which apps are going through the VPN mode
routing. It currently uses the app selection UI from the
Settings->Transproxy section, but that will have to do for now until we
do some user interface updates.

I expect this release to go to RC and be pushed to Play and our release
F-Droid repo in the next few days.
