[guardian-dev] moving projects to gitlab

gitlab is getting quite good these days, and can be run in a free
software configuration, and allows data import/export between gitlab.com
and self-hosted instances.  So I think its time to move away from our
self-hosted Redmine/Github combo and start with gitlab.com.  I think we
can do this per-project as needed, instead of a whole migration process
all at once.

I'm thinking of starting with our library projects like NetCipher,
IOCipher, etc.
