IMO the basic building blocks of a libre and privacy friendly Uber 
alternative are already available (OSMAnd, Conversations, Orbot and 
Bitcoin) its just a matter of cobbling them together with a federated 
server-side infrastructure. As for ride payments it could be cash too.
