[Service-advisories] brief outage at backup location

The Internet connection to our upstream Internet provider, Speakeasy,
was briefly interrupted on Friday, October 24, from 4:48 pm to 4:56 pm
America/New_York time.

Speakeasy has not issued a report on the cause of the outage, however,
to the best of our knowledge the outage happened on their end.
