[Service-advisories] PHP: new method of running PHP planned, chavez is complete

The switch to a new way of running PHP (fcgid and friends) has been
completed on chavez. We experienced several brief (less than 2 minutes)
interruptions in web service during the transition. If you experience
any problems with your PHP web sites hosted on chavez, please open a
ticket at https://support.mayfirst.org/.
