[Service-advisories] update on denial of service attack

Almost all services are now up and running. We now have filtering in
place which can block the type of attack we have been experiencing for
the last three weeks. Although we don't expect the attack to be over, we
have signficantly stronger defenses in place now that will allow us to
more effectively combat it.
