[Ssc-dev] Jpeg Redaction Library update

I finally tested and pushed my latest changes to the Jpeg Redaction Library.
This adds more tests and fixes a couple of bugs:
1) the "Unknown Marker" problem that Nathan flagged should be fixed.
2) There was a problem with solid redaction using black rather than grey.
The big step changes at the edge of such redaction regions were not
encodable by the codebook, making my code fail.
I've changed the code to allow it to make the change over the sub units of
a macroblock. This leaves a jagged pattern at the edge of high-contrast
redactions as you can see in the attached photo.
Not pretty, but not really avoidable without recoding the entire image.
3) The code now supports one kind of makernote (Panasonic) making them
relocatable.
4) the metadata changes that Harlo's been using are in there.

I think that this should be used over the previous version.
