[Ssc-dev] eyeWitness preview/tester signup page

We are trying a new service called HockeyApp, which makes it easier to
distribute alpha/beta test builds to users. It gives us the ability to
notify users of updates and collect logs, etc, without having to put the
app out into Google Play.

There is also a built-in sign-up/recruitment page to vet potential testers.

There are a still a few final updates I am making before I want to
promote this as the "eyeWitness Beta", but feel free to sign up and get
the app now, as you SHOULD get a notification when new versions are made
