[Ssc-dev] update on media hash

I found a pure Java JPEG Decoder that is 1) produces the exact RGB pixel
values on both an Android device and a Linux server, and 2) doesn't get
tripped up by our metadata insertion.

We should have the fix in for the client app and on the server/analyzer
today/tomorrow and then we'll be ready to ship new builds of InformaCam
and the eyeWitness app.

We will also be putting the InformaCam app into Google Play.
