I believe it should be specified in the ICTD. The user shouldn't be
aware of this as an option.

In that way, I suppose it doesn't matter then if there is only Receiver
configured on a server, then your code for sending to "all" wouldn't
really matter.

I just think for any Globaleaks instance, you are most likely to just
have one Receiver on it that is meant for InformaCam content.
