Hi Nathan,
I have two issues related to Tim's question.
First, I've been testing on the Samsung galaxy player as well as the nexus. I tried submitting a photo from the Samsung. There was nothing indicating that the photo was still uploading, yet neither submission was recorded in the image History in the gallery. I was waiting to see if photo showed up on the dashboard. Since the dashboard is down, I'm not sure whether the photo was submitted, but the app didn't record and display that it was shared, or if the photo was not submitted. (I don't know if the submission generated a globaleaks notification. I get so many, I don't know which ones are which.)
The second question is related to tagged videos and the dashboard. I was able to get some video annotation to work on the Nexus. I know, as you demonstrated, that when you click on a tag, it shows at what point in the video the tag was added. However, I can't figure out how to get the video to that timestamp in order see who/what was tagged. When I click on the tag to show when it was added and then move the video cursor to the same spot and press play, the video starts over from the beginning. I uploaded the videos thinking maybe once the videos were on the dashboard, it would be more clear. Since the dashboard isn't updating, are there other videos currently on the dashboard with timestamped tags? I thought maybe the couch video since the notes seem to indicate the image was tagged, but I can't figure out how to play the video to see when the tags appear.

The "eyeWitness Observatory" is just a text string that has no relation
to actual address. As a side note, that was a bit of creative license I
took there, to unify the server with the app brand. Let me know what
text you would prefer.

upload". Does the app say the upload was successful? Do you see a
Globaleaks notification email? Is it just that you see no entry on the
Dashboard?
It is true that the icdev.guardianproject.info site is not updating, and
that is related to the final push of work we are doing on the
analyzer/engine and the dashboard. It is unfortunate that is down, but
we (mostly Harlo) is working feverishly to get the final code stable and
released, rather than tweak the current build on the testbed.
