Yes, and we should probably just disable that for now in this release.
That was meant for submitting multiple items at once.

I still need to see more data and do more testing to be sure, but it is
mostly useful for people who are not on any kind of network at all
(wifi, 3g, etc). So in places that are remote or have a communications
blackout, it will just use the built-in GPS, without tapping into any
other network location services.

It also uses more battery life, and can take a bit to get a lock, so
that is why we don't use it as the default option.
