https://j3m.info is up again, and is currently up-to-date with the current
codebase we've been working on.  http is not redirecting; i have to
troubleshoot why this directive is being ignored, but in the meanwhile,
please explicitly use https.

the tor uploads are not connected to j3m.info and are on our globaleaks
server.  their not going through is a separate problem.  what is the error
you're seeing when you try to upload from the app?
