[Ssc-dev] hash search fixed

I've fixed the j3m.info site and the index.py here: 
https://github.com/guardianproject/UnveillanceViewer 

so that the searching by either the InformaCam "public hash" value or 
the media file hash works again.

The simple issue was that searching by the variable ?hashes= was 
disabled in the code. It was still supported in the core 
UnveillanceEngine. 

This means that beautiful tweets like this work once again:
