[Ssc-dev] JustPayPhone opportunity: Protecting Asian Migrant Workers

A partner is important since we don't know what sorts of issues plague
Asian workers (vs southern USA).

At $200k max (and $150k min) this looks like it would be an opportunity to
"operationalize" JustPayPhone, rather than develop anything new.
