[guardian-dev] gpgcli test builds, almost ready for next release!

Lots of progress here, I think this is the version that'll go into the Play
Store, unless I hear about some showstoppers.

* key generation works
* importing secret keys works
* Encrypt File To a specific person in your Contacts/People
* lots of pinentry fixes for GUI and command line
* send/receive keys using keyservers
* send a .pkr/.skr file to automatically import keys
