[guardian-dev] public Jenkins instance: see our build logs

We've been running a private Jenkins instance for a while now, and its quite
useful to us. The build logs are also useful to other people, so I've set up
a public Jenkins instance so that anyone can view the build logs.

A couple notes on usage:
* no login necessary to view all of the data
* build jobs will show up as they are run, old builds are not published
* due to space constraints only the 3 most recent builds are kept public
* only an onion address for now because setting that up is waaay easier than
setting up proxying in apache
(FYI, this is the same onion address as our redmine issue tracker site, just
with port :8080 for jenkins)
