[Service-advisories] chavez intermittently unresponsive

chavez was unresponsive intermittently between 10:00 am and 11:00 am
America/New_York time today due to excessive resources consumed by a
single member on the server. We've disabled the site in question and are
working on ensuring that it's not able to repeat this behavior before
re-enabling it.
