And just to chime in, alot of WITNESS' other work in relation to this is on
the infastructural/norms side. In case folks are interested, I'm attaching
the draft of our upcoming report and recommendations (not for further
circulation) which relates somewhat to that, and the bigger pic of where we
see the tools development fitting.
So lets see if we get more detail on the comment!
